External Power Supply Units Must Use Less Energy
外置式电源供应器（Extenal power supplies）作为能源消耗产品Energy using products(EuP) 或能源相关产品Energy related products （ErP)，是首批被欧盟规范的产品。首批被规范的产品中还包括办公室照明设备、公用街道照明设备、家用照明设备。
外置电源通常是电子或电气产品的配件，在市场上被大量销售。2009年4月7日，欧共体在其官方期刊发布了278/2009条例，陈述了对于外置电源的环保设计的新要求。从2010年4月27日起，只有符合条例上规定的耗电要求的产品才可以在欧共体销售流通。
所有的手机都是和外置电源一起销售的。同样也包括了很多其它的产品，从电动牙刷到手提电脑。当人们选购这些产品时，客户往往基于他们对主要产品的认识而作出判断，而不是外置电源的特性。因此，致力于提供节能电源的生产商得到的回报有限。
在过去的几年里，市场见证了外置电源的诸多发展。外置电源的核心功能- 把高压交流电转换成低压交流或直流电- 是通过铁芯变压器或开关模式来实现的。但是，因为原材料（比如铜、铁）的价格上涨，过去常见的铁芯电源现在逐渐被开关电源所取代。后者使用较少的原材料，所以轻便，而转换效率却高得多。
尽管如此，在很多的应用领域，由于各种压力，缺少节能价值的外置电源仍然大量存在。随着278/2009条例的发布，欧共体准备着手终止这个局面。
条例的范围限于输出功率小于250W 的外置电源，并且是单输出的。它只适用于为欧共体条例1275/2008中涉及的家用或办公用的电子或电气设备而设计制造的外置电源。278/2009条例暂时不适用于不间断电源、电池充电器、卤素照明电源，医用外置电源等。
条例的主要要求涉及空载耗电和平均效率。将分两个阶段实施。从2007年4月27日起销售的外置电源，当连接在电网上但没有和负载（比如电话机）连接时，不允许耗电大于0.5W。从2011年4月起，51W以下的交流转直流电源的空载耗电必须在0.3W以下。条例制定了电源有输出时的最小平均效率的要求。平均效率的计算基于铭牌上所标示的功率的25%，50%，75% 和100%。 同样地，2011年4月以后数值将更加收紧。
据欧共体，条例中所规定的上限在技术上比较容易实现，因此是给消费者提供的低成本的节能方式。
通过实施这些措施，欧共体希望截止到2020年，节约电力消耗9TWh。根据在这份条例起草前的研究，由于转换效率的提高和空载消耗下降，欧共体期待每年用电17TWh（相当于680万吨二氧化碳排放）。而没有这项条例，预计到2020年这个数值将高达31THh。
在市场上销售产品的公司（进口商或在欧洲的生产商）必须确保产品符合条例。一个重要的考虑是，比如一个电话机的进口商，也必须对外置电源负责。产品获得CE标记，同时意味着产品必须符合本条例。提供产品的公司必须保留条例中规定的技术文件，做好被市场监察的准备。

Where Po is the Nameplate Output Power of the unit under test. ln refers to the natural logarithm. "low voltage external power supply" means an external power supply with a nameplate output voltage of less than 6 Volts and a nameplate output current greater than or equal to 550 milliamperes. "average active efficiency" means the average of the active mode efficiencies at 25%, 50%, 75% and 100% of the nameplate output power. "active mode" means a condition in which the input of an external power supply is connected to the mains power source, and the output is connected to a load.
